Police arrest man, 23, after scuffle

A Westminster man was arrested on assault charges yesterday after a scuffle outside Carroll County Courthouse, where two women were heard shouting that a child had been abducted, state police said.

Nathaniel Marice Costley, 23, was charged with three counts of second-degree assault and one count of resisting arrest, police said.

He was being held last night at the central booking facility pending a bail review hearing.

Police found a 10-day-old boy in a car outside the courthouse and arrested Costley. Police determined no abduction had occurred.

The boy is the biological son of Costley and one of the women who alerted authorities, police said.
