Charges against 2 teen-agers in sex assault case dropped

Howard County prosecutors have dropped all charges against two Columbia teen-agers accused of sexually assaulting a girl in western Howard while others watched.

Authorities made the decision not to prosecute rape, sex offense and assault charges filed against Frank K. Premph, 15, of the 5900 block of Harpers Farm Road and Guillermo Carbajal, 17, of the 9200 block of Wilbur Court after "a careful review of all the facts and circumstances" and after talking with the alleged victim and her family, Deputy State's Attorney I. Matthew Campbell said.

The charges were formally dismissed during a District Court hearing Wednesday.

Premph and Carbajal were charged as adults after the girl, who once dated Premph, said the boys groped her and followed her to a barn at the rear of her grandparents' property, where two boys forced her to perform sex acts on them, according to charging documents.

The 15-year-old girl told investigators that she told the boys to "stop," but Premph told authorities that he had consensual sex with the girl, according to charging documents.
