Joiner to be planning director, Millender attorney for county

The county commissioners have named Jeanne S. Joiner county planning director and Kimberly A. Millender county attorney.

Joiner has served as acting director since the departure of planning director Steve Horn in August. Joiner began her career in Carroll in June 1974 as a planner. She worked her way up to planner III in December 1978 and became bureau chief of planning in January 1984.

She resigned in June 1985 to raise her children. Joiner rejoined the Planning Department in June 1994 as a planner and again became bureau chief in March 1998. She holds a bachelor's degree in sociology from Western Maryland College and is a member of the American Planning Association.

The Department of Planning is responsible for developing and implementing the county's master plan. The director, who is acting secretary to the Planning and Zoning Commission, coordinates the meetings and activities of the commission.

Millender has served as acting county attorney since County Attorney Laurell Taylor resigned in August after 14 years of providing legal advice to the Carroll commissioners.

Millender began her career with Carroll government in 1993 as a law clerk. She became an assistant county attorney in 1996, after she was sworn in as a member of the Maryland Bar.

Millender holds a law degree from the University of Baltimore School of Law and a bachelor's degree in political science from Washington College. She is a member of the Maryland State Bar Association and the Carroll County Bar Association.

The office of the county attorney provides legal counsel and representation to the Carroll County commissioners and the various components of county government.
