Bailey is sales, marketing director for Optinel

Optinel Systems named Roger Bailey director of business development, responsible for overseeing the Elkridge optical transport system company's telecommunications and cable industry sales and marketing efforts. An engineering graduate of Cornell University, he was formerly with Alcatel Optronics as its North American business development director.

Scott takes position at Mondawmin, Metro

Mondawmin Mall and Metro Plaza hired Jonathan J. Scott as assistant to the general manager of the Rouse Co. project. He oversees daily facility operations and merchant relations. A resident of Ashburton, the Morgan University graduate previously was an agency manager with Nationwide Insurance & Financial Services.

Moran is security chief for Sandy Spring Bank

Sandy Spring Bank hired Frank D. Moran Jr. as vice president, director of security at the Olney-based financial institution. He oversees the bank's security department, including fraud prevention and investigation, disaster recovery planning, and protection of employees and physical assets. He holds a master's degree in criminal justice from the University of Baltimore and is a graduate of the FBI National Academy. A retired major with the Maryland State Police, he was in the field operations bureau. His law enforcement assignments included criminal section supervisor, commander of the security services unit at Annapolis, and human resources commander.

Gilbane appoints Hoffman mid-Atlantic manager

Gilbane Building Co. appointed Bruce H. Hoffman as head of the mid-Atlantic regional office of the Rhode Island-based construction company. He manages the company's projects in an area extending from Maryland to North Carolina. Previously executive director of the Maryland Stadium Authority, the Clarkson University graduate lives in Baltimore and is active in the Maryland Association of Engineers and the Cystic Fibrosis Foundation. He is a member of the board of First Mariner Bank.
