Discount on marriage licenses to be offered to Arundel couples who receive counseling

Couples applying for marriage licenses in Anne Arundel County will be eligible for a discount starting tomorrow if they have received prenuptial counseling.

Instead of paying $55 for a marriage license, couples who have received counseling will pay $47, said Robert P. Duckworth, clerk of the court.

His office issues about 4,000 marriage licenses a year, he said. He said county courts process about 3,700 divorces a year, he said.

"We're concerned that these marriages stay strong," said Duckworth.

The marriage-license discount comes as a result of legislation sponsored by Del. John R. Leopold, a Pasadena Republican, and approved by the General Assembly during the past session.

Duckworth said couples will be on the honor system when asked whether they've received counseling.

"If they swear to it, just like they swear that they aren't married to someone else, that will do," Duckworth said.
