County Council to receive panel's redistricting map

The Anne Arundel County Council will meet tomorrow to receive a final redistricting map from the Charter Revision Commission and to reconsider a zoning map for Deale and Shady Side.

The council also will consider bills that would release $900,000 in taxes collected in Parole during the past year to buy land to improve the Jennifer Road ramps at Route 50.

The Charter Revision Commission's report on legislative redistricting will not include a plan supported by some South County residents to remove Crofton from the 7th District.

The Deale and Shady Side area zoning map has been a source of debate between residents and council members because it includes a zoning change for property owned by grocery store chain Safeway Inc. Safeway officials have said that they will not build a store in the area.

The meeting is scheduled for 7 p.m. at Arundel Center in Annapolis.

Marriage-license discount set for counseled couples

Couples applying for marriage licenses in Anne Arundel County will be eligible for a discount starting tomorrow if they have received prenuptial counseling.

Instead of paying $55 for a marriage license, couples who have received counseling will pay $47, said Robert P. Duckworth, clerk of the court.

His office issues about 4,000 marriage licenses a year, he said. He said county courts process about 3,700 divorces a year, he said.

"We're concerned that these marriages stay strong," said Duckworth.

The marriage-license discount comes as a result of legislation sponsored by Del. John R. Leopold, a Pasadena Republican, and approved by the General Assembly during the past session.

Duckworth said couples will be on the honor system when asked whether they've received counseling.

"If they swear to it, just like they swear that they aren't married to someone else, that will do," Duckworth said.

Severn man charged with murder in stabbing

A Severn man was being held without bail at a county detention center on charges that he fatally stabbed a 25-year-old Severna Park man outside a gas station last week.

Artemia Demond Booker, 26, of the 1800 block of Blue Jay Court was arrested and charged late Thursday with first-degree murder and assault in the stabbing death of Rodney Jerome White III. Police say the two men had been fighting about a woman about 1:30 a.m. Wednesday at a Shell gas station in the 100 block of Mountain Road.

Booker, who was arrested at a friend's house in Brooklyn Park, has also been charged in the nonfatal stabbing of a 22-year-old Annapolis man during the altercation.
