Man is sentenced to 30 years for killing girlfriend's infant

A Southwest Baltimore man was sentenced yesterday to two concurrent 30-year prison terms for killing his girlfriend's infant daughter in July last year, the city prosecutor's office said.

Charles Donnell Johnson, 22, of the 800 block of Carroll St. was sentenced by Circuit Judge Thomas J. S. Waxter Jr. In April, a jury convicted Johnson of second-degree murder, child abuse and manslaughter.

The jury heard testimony that Johnson beat Destiny Way, causing broken ribs, facial bruises and internal injuries, the city state's attorney's office said in a statement.

Judge overturns portion of civil judgment in killing

A Baltimore Circuit Court judge has overturned part of a civil verdict against a Baltimore housing authority officer who fatally shot 17-year-old Eli McCoy on Thanksgiving Day 1999.

Judge Stuart R. Berger found Wednesday that Officer Kenneth M. Dean III did not kill McCoy with malice, as a jury determined in May.

Berger also reduced damages from $7 million to $400,000. He denied Dean's request for a new trial.

Proposals sought for city arts districts

City officials are seeking proposals from neighborhood groups and artists interested in establishing arts and entertainment districts.

A new state law offers tax incentives for artists living in designated districts and for developers who rehabilitate housing in the districts.

Mayor Martin O'Malley has mentioned the west-side redevelopment area, Reservoir Hill and Southwest Baltimore as possible locations for the districts.

ESSEX - Essex-Middle River- White Marsh Chamber of Commerce will hold its annual golf tournament Monday at Rocky Point Golf Course in Essex.

The tournament will begin at 7:30 a.m. and will end with a buffet and awards. All profits will go to the chamber.

4 kindergarten teachers to attend training session

TOWSON - Four Baltimore County kindergarten teachers will discuss learning goals, curriculum and effective teaching when they attend State Department of Education summer institutes this month.

The teachers are Sabrina Caffey of Baltimore Highlands Elementary; Elizabeth Coughlin of Sandy Plains Elementary; Wanda Neiser of Hawthorne Elementary; and Jennifer Scopel of Logan Elementary. All four will attend Maryland Model for School Readiness Institutes on Mathematics and Science classes in Columbia.

The Maryland Model for School Readiness helps teachers improve assessment and instructional techniques.

Public schools, university to set up education project

TOWSON - Towson University and Baltimore County public schools will establish a professional development school project at Campfield Early Childhood Learning and Development Center, Featherbed Lane Primary School and Hebbville Elementary School in the fall.

In the program, Towson students who normally don't start interacting with young pupils until they begin student teaching in their senior years will spend a day a week at one of the schools in their junior years, seeing how schools operate, learning from professors on-site and teaching.

"It's getting them off of the campus and into the school environment," said Clayton W. Myers, early childhood coordinator for the school system.
