Waterfront study in Essex aims for development plan
TOWSON - Baltimore County is sponsoring a study of how best to create a waterfront tourist destination at the headwaters of the Middle River in Essex.
The $100,000 study by Whitman Requardt and Associates began this week.
The contract calls for a redevelopment plan that would include improvements to three private marinas, as well as new restaurants and retail shops. At least two public meetings will be held with residents and business people to discuss plans, county officials said.

SADD to hand out driving information at film
TOWSON - Members of Baltimore County Students Against Destructive Decisions will hand out safe-driving information and key rings to teen-agers attending the movie "The Fast and the Furious" from 6 p.m. to 9 p.m. today at Towson Commons.
SADD members are responding to a recent rash of teen-age deaths from speeding and drag-racing, and to the popularity of the new movie, which depicts illegal street racing.
"SADD members are concerned with the increase in speed-related traffic crashes, and this is a hands-on way they can make a difference," said Michael M. Gimbel, director of the county Health Department's Bureau of Substance Abuse.
