Police Blotter is a sampling of crimes from police reports in Baltimore City and Baltimore County.

Baltimore City

Southwestern District

Drug arrest: Detective Vickie Mengel of the district's drug enforcement unit was in the 500 block of Loudon Ave. about 7:30 p.m. Tuesday when she observed a man allegedly in possession of narcotics. After a brief conversation with the man, Mengel and other officers seized 24 gelatin capsules of heroin and $65 from him. Angelos Riggins, 39, of the 4000 block of Colbourne Road, was charged with possession of heroin with intent to distribute.

Northwestern District

Carjacking: Three men -- one armed with a handgun -- forced their way into a man's 2000 Buick Regal after he stopped for a traffic signal about 8 p.m. Monday at Park Heights and Virginia avenues. They drove him to an undisclosed area in Baltimore County, where they ordered him into the trunk. But the victim ran off and called police. The car has tags JHX 709.

Burglary: Stereo equipment, a safe, a videocassette recorder, speakers and $200 -- all valued at more than $1,100 -- were stolen Monday from the Dollar Discount store in the 5400 block of Reisterstown Road. The thief entered via the roof.

Burglary: Video games, compact discs, two pairs of shoes and a videocassette recorder were stolen Tuesday from a house in the 2900 block of Wynham Road.

Southern District

Theft from vehicle: A hedge trimmer and a leaf blower -- all valued at nearly $500 -- were stolen Tuesday from the bed of a 2001 Ford pickup truck parked in the 1200 block of Cherry Hill Road.

Theft: A purse containing cash and a gold necklace -- all valued at nearly $400 -- was stolen Tuesday from a house in the 2100 block of W. Patapsco Ave.

Stolen vehicle: A gray 1989 Jeep Cherokee with tags M430810 was stolen overnight Monday in the 3800 block of W. Bay Ave. in Brooklyn.

Southeastern District

Stolen car: A white, four-door 1984 Toyota with tags HJK 689 was stolen Tuesday in the 1700 block of Ashland Ave.

Theft: A purse containing a cellular phone and a makeup kit -- all valued at more than $200 -- was stolen from a house in the 2800 block of Boston St. on Saturday. The theft was reported Tuesday.

Baltimore County

Parkville Precinct

Vandalism: Police were seeking teen-age males who shattered at least 24 windows of a new classroom building at Carney Elementary School in the 3100 block of E. Joppa Road early Tuesday. The vandals used rocks and chunks of concrete. Anyone with information is urged to call the precinct at 410- 887-5310.

Burglary: Construction equipment valued at more than $6,000 was stolen from a garage in the 8800 block of Old Harford Road between April 3 and Tuesday.

Garrison Precinct

Robbery: A woman, 55, was removing articles from her car in the 6600 block of Sanzo Road about 3:40 p.m. Tuesday when she was robbed of cash and jewelry -- all valued at more than $400 -- by a man who implied he was armed.

Burglary: Someone used a key to enter a construction company trailer parked in 2100 block of Gadd Road in Reisterstown between April 12 and Tuesday. A nail gun, hammer drill and mitre saw were stolen.

Essex Precinct

Burglary: Someone entered a county school bus parking lot in the 100 block of Weber Ave. early Tuesday and stole mechanic's tools and attempted to break into a vending machine.
