A look at the key signings and departures from the first phase of free agency:


In: Elvis Grbac, QB; Leon Searcy, RT; Jamie Sharper, LB.

Out: Trent Dilfer, QB; Tony Banks, QB (Cowboys); Jeff Mitchell, C (Panthers); Kim Herring, S (Rams); Priest Holmes, RB; Keith Washington, DE (Broncos).

Skinny: Established their three priorities and knocked each down one by one.

Grade: A.


In: Jon Kitna, QB; Kevin Henry, DE; Tony Williams, DT; Rich Braham, C; Tom Carter, CB; Matt O'Dwyer, G.

Out: Michael Bankston, DE; Scott Mitchell, QB.

Skinny: All that money and no high-profile free agent willing to bite.

Grade: D.


In: Brant Boyer, LB; Rickey Dudley, TE; Curtis Enis, RB; Mike Sellers, FB; Mark Smith, DT; Dwayne Rudd, LB; Ross Verba, OT.

Out: Marc Edwards, FB; David Patten, WR (Patriots); Doug Pederson, QB (Packers).

Skinny: Signings showed improvement, but Browns failed to land impact player.

Grade: B.

Out: Leon Searcy, RT (Ravens); Brenden Stai, OL (Lions); Reggie Barlow, WR (Raiders); Joel Smeenge, DE; Brant Boyer, LB (Browns); Bryan Barker, P (Redskins); Anthony Johnson, RB; Mike Logan, S (Steelers); Rayna Stewart, S.

Skinny: Salary cap purge left the Jaguars with a shaky offensive line and little depth.

Grade: F.


In: Jerome Bettis, RB; Jon Witman, RB; Jeff Hartings, OL; Mike Logan, S.

Out: Levon Kirkland, LB (Seahawks); Dermontti Dawson, C; Kevin Henry, DE (Bengals); Jeremy Staat, DE (Seahawks); Mike Vrabel, LB (Patriots); Courtney Hawkins, WR.

Skinny: The Steelers retained Bettis but lost their offensive and defensive captains in Dawson and Kirkland.

Grade: C.


In: Kevin Carter, DE; Derrick Mason, WR; Joe Nedney, K.

Out: Kenny Holmes, DE (Giants); Denard Walker, CB (Broncos); Al Del Greco, K; Lorenzo Neal, FB; Carl Pickens, WR (Cowboys); Marcus Robertson, S (Seahawks); Yancey Thigpen, WR; Rodney Thomas, RB.

Skinny: While the Titans helped themselves by acquiring Carter from the Rams, they may suffer from the losses of Neal, Walker and Robertson.

Grade: C.
