Police Blotter is a sampling of crimes from police reports in Baltimore City and Baltimore County.

Baltimore City

Eastern District

Drug arrest: Officers Sean J. Georgie and William Epperson were patrolling in the 1600 block of E. Preston St. about 4 p.m. Monday when they noticed a man holding a clear plastic bag in one hand. Believing the bag contained narcotics, the officers approached and the man ran and tried to place the bag between two women, who were sitting on the steps of a nearby house. The man then tossed the bag through the ground-level window of a vacant house in the 1600 block of E. Preston St. and was arrested. The officers recovered the bag, which contained 20 gelatin capsules of heroin. Howard Ringgold, 26, of the 300 block of Winters Lane, Catonsville, Baltimore County, was charged with possession of heroin with intent to distribute.

Stolen car: A 1993 Lincoln Town Car with tags JCG 516 was stolen in the 1600 block of E. Eager St. overnight Monday.

Southeastern District

Robbery: Three men got out of a Ford LTD in the first block of S. Highland Ave. about 4 a.m. Sunday, grabbed a woman, 40, by the neck and robbed her of a purse containing cash and property -- all valued at $25.

Burglary: A cash register containing an undisclosed sum of money was stolen from John's Mini Market in the 300 block of S. Highland Ave. overnight Monday.

Stolen vehicle: A 1992 Dodge Caravan with tags ADM 21H was stolen Tuesday in the 3500 block of Foster Ave.

Burglary: Property valued at nearly $2,000 was stolen from a house in the 100 block of N. Highland Ave. between March 26 and Monday.

Stolen vehicle: A silver-colored 2000 Chevrolet Cavalier with tags JAC 275 was stolen Monday in the 6700 block of Brentwood Ave.

Stolen vehicle: A red four-door 1996 Plymouth Neon with tags CSY 665 was stolen Monday in the 700 block of S. Dean St.

Northwestern District

Stolen vehicle: A 1989 Cadillac with tags RTX 395 was stolen overnight Monday in the 5500 block of Winton Ave.

Baltimore County

Towson Precinct

Arson/arrest: Two teen-age girls were arrested Tuesday shortly after they set fire to a storage shed in the 1600 block of Naturo Road in Baynesville. Damage to the shed and its contents was set at $1,500. The girls were charged with second-degree arson and released in the custody of their parents.

Abduction: A man, 22, was about to enter his apartment building in the 6800 block of Queens Ferry Road about 2 a.m. Tuesday when he was attacked by a least two men, one with a handgun, who forced him into the trunk of their car. The victim said he was driven around for nearly two hours before he was freed unharmed in the 1100 block of Elbank Ave. in Northeast Baltimore.

Garrison Precinct

Burglary: More than $300 was stolen Monday from an apartment in the first block of Stockmill Road.

Cockeysville Precinct

Burglary: Copper wire valued at $200 was stolen between March 29 and Sunday from a house being built in the 12300 block of Rossalare Ridge Road.

Parkville Precinct

Stolen car: While the owner of a 1991 Pontiac LeMans was out of town between Sunday and Tuesday, someone stole the car from the park-and-ride lot in the 9600 block of Harford Road. The car has tags TNC 023.
