Avatech Solutions names Wulff president, COO

Avatech Solutions Inc., an Owings Mills provider of design automation tools, training, integration services and technical support, has named Allan Wulff president and chief operating officer. He is responsible for day-to-day operations and revenue growth.

Wulff, who has more than 30 years' experience in building sales and service teams, as well as in executing corporate strategy, has held key management positions in a variety of firms. He most recently was chief executive and vice president of sales and marketing for Keyva Technologies. A graduate of Bates College, he holds a University of Colorado M.B.A. and a doctorate in economics/sociology from Syracuse University.

Tomasic joins Bolton Offutt Donovan as consultant

Bolton Offutt Donovan Inc. hired David M. Tomasic as a consultant in the Baltimore-based actuarial, benefits and investment consulting firm's health and welfare group. He is responsible for designing and pricing of benefits options, conducting cost projections and risk evaluations, and analyzing managed care programs. The Pennsylvania State University graduate formerly was an actuarial consultant with CareFirst BlueCross BlueShield.

Rutishauser is treasurer of Sinclair Broadcast

Sinclair Broadcast Group Inc. promoted Lucy Rutishauser to treasurer of the Baltimore-based broadcasting company. Formerly assistant treasurer for corporate finance, the University of Baltimore M.B.A. was assistant treasurer of Treasure Chest Advertising Co. and Integrated Health Services Inc. before joining Sinclair.

Hammel is promoted to Rosse media buyer

Rosse & Associates Inc., a Sparks-based advertising and public relations firm, promoted Kathy Hammel to the position of media buyer. She previously was executive assistant and office manager. The Westminster resident is a graduate of Commercial College in Shreveport, La.

Gischel joins Stout, Causey & Horning PA as manager

Stout, Causey & Horning PA hired Tyson Gischel as a manager at the Hunt Valley accounting and consulting services firm, focusing on client development. Formerly a sales manager for Standard Register Co., the University of North Carolina, Chapel Hill, graduate is active in the Dulaney Valley Improvement Association.

Boatwright, Courtenay, Klaff at Spaulding & Slye

Spaulding & Slye Colliers named Kem S. Courtenay and Harry J. Klaff as principals and hired Wesley C. Boatwright as vice president.

Courtenay is responsible for providing planning, financial analysis management and design services to clients. Klaff heads the firm's growth and technology group, serving the needs of its technology and telecommunications industry clients. Boatwright, formerly with Walker & Dunlop in Bethesda, joins the firm's structured finance group. All are assigned to the firm's Washington office.
