Former delegates' group announces member awards

The Speaker's Society, a group of former members of the House of Delegates, recently held its seventh annual meeting and presented awards to members.

The Thomas Kennedy Award for personal courage and dedication to the principles of liberty and freedom was presented to former Del. Donald B. Robertson, who served 1971 to 1989 from Montgomery County.

The Speaker's Medallion for outstanding contributions to the state went to F. Baldwin, chairman of Mercantile Bankshares.

Carroll members of the group include current Del. Joseph M. Getty; and former Dels. Richard Matthews, Richard N. Dixon, Jacob Yingling, William B. Dulany and Carroll County Circuit Judge Raymond E. Beck.

Volunteers needed to help plant trees in Woodbine

Friends of Carroll County Streams is seeking volunteers to plant trees at a site off Hoods Mill Road in Woodbine from 9 a.m. to 1 p.m. April 7.

The planting will help protect a local stream from runoff.

Volunteers are asked to bring work gloves and a shovel if possible, and to dress for the weather and wear sturdy shoes that can get wet. Limited equipment will be provided at the site.

Snacks and drinks will be offered, but participants should take a bag lunch.

Student volunteer forms will be available for youths wanting community service hours.

Rain date is April 14.

Hearings to be held on water, sewer proposals

The Carroll County commissioners will hold two public hearings about proposed amendments to the Water and Sewer Ordinance.

The hearings will be held at 7 p.m. tomorrow at Hampstead Town Hall, 1034 S. Carroll St., and at 7:30 p.m. April 4 at Liberty High School, 5855 Bartholow Road, Eldersburg.

The proposals would amend the Code of Public Local Laws and Ordinances of Carroll County by changing the area connection charges, changing the formula by which rates are set, requiring existing homes to pay the area connection charge when hooking up to a new sewer line, and establishing a charge for the upkeep of water and sewage systems.

The commissioners may make changes to the proposal based on comments received, either in writing before the hearing or at the hearing.

Copies of the proposed ordinance are available for review at the Office of the County Clerk and all branches of the public library.

Historical Society to hold box lunch talk April 10

The Historical Society of Carroll County will hold its monthly box lunch talk at noon April 10 at Church of the Ascension at 23 N. Court St., Westminster.

As a preview to the annual driving tour of local churches, historian Jim Purman will discuss historic cemeteries in the county. Participants should bring a lunch. Beverage and dessert will be provided. Admission is $2 for nonmembers; free for historical society members. Reservations are recommended.
