Ten civilian workers honored by city police

Ten civilian members of the Baltimore Police Department were promoted yesterday during the agency's ceremony dedicated to its civilian work force.

Civilians had been honored at the end of police promotions ceremonies, and Commissioner Edward T. Norris said it seemed like too much of an afterthought.

"You are not told often enough how much you mean to the Police Department," Norris told the group.

Also, three employees were honored for 20 years of service and three others for 30 years.
