September 24, 2000|BY SUN STAFF WRITER

Howard County police have arrested a Randallstown man in connection with the shooting death two weeks ago of a man outside a Columbia apartment complex.

Christopher Cowan, 18, of the 5300 block of Old Court Road was charged with first-degree murder, attempted murder and reckless endangerment Friday night, Howard County police said yesterday.

Cowan is charged in the shooting of Walter Scott Cook, 20, of Owings Mills in the parking lot of the Waverly Winds Apartments on the night of Sept. 6. Scott died four days later at Maryland Shock Trauma Center in Baltimore. Cowan was also charged in the shooting of Damany M. Huges, 24, who was grazed by a bullet. He was treated and released that night. Police did not report a motive for the shooting.
