Police Blotter is a sampling of crimes from police reports in Baltimore City and Baltimore County.

Baltimore City

Northern District

Robbery: A man, 30, was riding his 21-speed bicycle in the 700 block of Pacific Ave. about 5:30 p.m. Tuesday when a gunman took it from him. The bike was valued at more than $200.

Southeastern District

Burglary/arrest: A man, 25, was arrested Tuesday after he entered a house in the 100 block of N. Milton Ave. and stole electronic equipment valued at $500. He was arrested after witnesses chased and caught him, and held him for police. The property was recovered.

Northwestern District

Robbery: A man was getting out of his car in the rear of the 5600 block of Park Heights Ave. about 1 p.m. Tuesday when two men, one with an unknown weapon, robbed him of more than $600.

Western District

Assault: Investigating the Tuesday night assault of a man, 37, inside a house in the 1900 block of N. Fulton Ave., police entered the basement and found what they described as "a makeshift torture chamber." Behind a plastic wall, police found ropes, tape, an electric saw and hammers. Several knives were in a pot of boiling water. The man, who told police he escaped from two men by jumping through a window, was treated at University of Maryland Medical Center for lacerations. No arrests had been made.

Theft from vehicle: A woman's 2000 Ford Escort was repossessed Monday in Columbia, Howard County and towed to Greenwood Towing Inc. in the 1300 block of W. North Ave. The woman said an envelope containing $780 was missing from the car when she went to inquire about the repossession.

Baltimore County

North Point Precinct

Suspect sought: Danney McConney Forbes Jr., 35, of no fixed address, has been charged in a warrant with breaking into the High's store in the 6800 block of Broening Road in Dundalk on Sept. 3 and stealing cigarettes valued at more than $1,000.

Wilkens Precinct

Carjacking: A man with a knife got into a 1996 Ford Ranger pickup truck on Birdnest Court in Baltimore Highlands about 12:30 p.m. Tuesday and ordered the driver to take him to Westminster in Carroll County because he was late for his medication appointment. After the drive started, the armed man told the driver to take him to Baltimore instead. At the city line, he ordered the driver out of the truck with tags 37E 965 and drove off.

Parkville Precinct

Burglary: Two high-powered rifles valued at more than $1,000 were stolen Tuesday from a house in the 10600 block of Harford Road.
