Gannett Fleming appoints Barrett as vice president
Gannett Fleming appointed W. Arthur Barrett II vice president of the international engineering consulting and construction management firm. As Baltimore Transportation Group manager, he oversees the structural, highway, transit, hydrolog- ic/hydraulic, construction inspection and geotechnical disciplines. A graduate of Clarkson College, the Cooksville resident is active with the American Society of Civil Engineers and the Consulting Engineers Council of Maryland.
Reville joins Chesapeake Communications Group
Chesapeake Communications Group Inc. hired Grace Reville as an account coordinator for public relations services. She is responsible for public relations client services, database and media relations at the Crofton-based agency. A graduate of West Virginia Wesleyan College, she lives in Pasadena and is a member of the Annapolis Chorale.
Walpert is senior manager at Weinberg Harris
Weinberg Harris & Associates, a Baltimore marketing and public relations firm, appointed Jarrod S. Walpert as senior manager. He oversees and implements strategic planning for agency clients. He formerly was assistant director of public relations for MGH Advertising and is a member of the Public Relations Society of America.
Campbell Group promotes Stark, hires Kelly, Leith
The Campbell Group promoted Bryan T. Stark to the new position of director of strategic planning. The agency also hired Libba Kelly and Ginny Leith as production artists for the Baltimore-based regional marketing communications firm.
Stark, a graduate of Duquesne University, manages account planning, research and business development. Kelly, formerly with the Blakeslee Group, is a graduate of the University of Kentucky and Platt College in San Diego. Leith was a graphic artist with Avalon Carpet, Tile and Flooring. She attended Stockton College and Atlantic Community College in New Jersey.

Robinson to key position at Bay National Bank
Bay National Bank hired Hugh L. Robinson II as senior director of client services for the newly chartered bank with headquarters in Lutherville. He previously was vice president for commercial banking at Citizens National Bank. The Washington & Lee University graduate is a member of the Baltimore County Ethics Commission, a board member of the American Heart Association and vice chairman of the Commission on Ministry of the Episcopal Diocese of Maryland.
Buchta is vice president at Sierra Military Health
Sierra Military Health Services Inc. hired Dr. Kathryn S. Buchta as vice president of its medical management division. Her responsibilities include monitoring patient care outcome, quality and utilization management, and delivery of health care services.
She formerly was director of surgical services at the Portsmouth Naval Medical Center in Virginia. She received her medical degree from Creighton University in Nebraska.
