City police were investigating yesterday the fatal shootings of two men Monday night in West Baltimore - one in the Windsor Hills neighborhood and the other in the Penn-North area.

An unidentified man was shot to death and one man was wounded about 10:15 p.m. at Druid Hill Avenue and West North Avenue, police said.

Police had few details of the incident, but identified the wounded man as James Ballentine, 49, of West Baltimore. They said he was shot in the leg and treated and released from University of Maryland Medical Center.

Officers about two blocks from the shooting heard gunshots and arrested two men running from the area. But police said both were released yesterday afternoon without charges being filed. A handgun was recovered from the scene.

Earlier Monday, about 6:15 p.m., police said Wayne Cottman, 23, was shot and killed while sitting in his parked GMC Yukon truck in the 4500 block of Prospect Circle in Windsor Hills, police said.

Cottman, of the 3800 block of Roland View Ave. in Park Heights, was pronounced dead at the scene. Police said they knew of no motive or suspects in the case.
