`Dateline' probes Spicknall case

TV: The show investigates how the Howard County man obtained a gun.

Maryland's criminal justice system failures are officially attracting national attention.

Tonight on "Dateline NBC," Dawn Fratangelo will be looking at the case of Richard Spicknall, the Howard County man who was able to purchase a gun despite a court-issued restraining order that should have shown up at the time of his criminal background check.

Spicknall later allegedly used the gun to shoot and kill his 2-year-old son and 3-year-old daughter. Subsequent investigation showed the restraining order against Spicknall was just one of hundreds never entered into the state's background-check database.

Among those interviewed tonight, as "Dateline" investigates why so many orders have slipped through the cracks, will be Col. David Mitchell, superintendent of the Maryland State Police. "Dateline NBC" airs from 8 p.m. to 9 p.m. on WBAL, Channel 11.

Spring Break, MTV-style

For those of you who couldn't make it to the beach for Spring Break this year, MTV is offering what it hopes will prove the next best thing.

Beginning at 3: 30 Friday afternoon, "MTV Spring Break 2000" will take housebound breakers to Cancun and Las Vegas for a weekend full of live music, game shows, celebrity appearances, dream dates and all manner of celebratory stuff.

The festivities kick off Friday with a special edition of "Total Request Live," featuring host Carson Daly and a performance from No Doubt, and ends with a 4: 30 p.m. Saturday showing of "Senseless Acts of Spring Break," with host Troy Hartman roaming the streets of Cancun.

Other highlights:

"MTV's Spring Break Celebrity Stripdown" (4: 30 p.m. Friday) pits David Arquette and Scott Caan against Tara Reid and Natalie Raitano in a "friendly" game of poker.

In "Springer Beak: King and Queen Finals" (1 p.m. Saturday), Jerry Springer crowns the king and queen of Spring Break 2000 in Cancun. What an honor!

"I Got Married at Spring Break" (1: 30 p.m. Saturday), which perhaps should be titled "Who Wants to Marry a Spring Breaker?" puts three engaged couples in a series of contests, with the winners whisked off to a Las Vegas wedding chapel for their nuptials.

"Mariah's Favorite Spring Break Performances" (3 p.m. Saturday) offers a behind-the-scenes tour of Ms. Carey's Las Vegas concert.

Stooge of a series

Certainly, no holiday says Three Stooges better than April Fool's Day. And this explains why AMC is debuting a new series April 1 devoted to Moe, Larry and either Curly or Shemp.

Leslie Nielsen, who's made a career of bumbling through a series of "Naked Gun" films, will serve as host for the weekly series of Stooge shorts, dubbed "New Yuk University of Knuckleheads." Other knuck- leheads who will help introduce the weekly programs include Anna Nicole Smith, Carrot Top and Dan Lauria ("The Wonder Years").

The April 1 debut will showcase two shorts never before seen on television, "Family Album" (9 p.m.) and "Jerks of All Trades" (9: 30 p.m.). After that, "NYUK" will air Saturdays and Sundays from 8 a.m. to 10 a.m.

It's an `Emergency'

A whole weekend watching "Emergency" reruns on TV should prove enough to send any person running to the hospital emergency room, but for those willing to tempt fate, TV Land is offering exactly that opportunity April 1.

Making matters even more perilous, TV Land, using a split screen, will show two episodes at once the night of April 1, with one being closed-captioned. It's the only way, TV Land claims, viewers won't be shortchanged by the hour of viewing time they'll be losing thanks to the switch from standard time to daylight savings.

The 48-hour marathon begins at 6 a.m. April 1; the split-screen weirdness will run from 2 a.m. to 3 a.m. Saturday night.
