Frederick man charged on 20 counts of drug possession, distribution

A Frederick man accused of selling drugs to an undercover trooper in Carroll County was held Friday in lieu of $100,000 bail at the detention center.

Ryan D. Outland, 20, of the 400 block of Shannon Court was arrested Thursday on charges stemming from incidents between Dec. 8 and Feb. 10.

According to court records, Outland's bail review hearing Friday was postponed.

He is charged on 20 counts involving possession and distribution of suspected marijuana and Ecstasy and possession of drug paraphernalia.

The trooper, who was working for the Carroll County Drug Task Force, said in charging documents that on three occasions he used a total of $1,185 in task force funds to buy various amounts of suspected marijuana totaling nearly 9 ounces.

The trooper also said he paid $300 on two occasions to buy 11 and 10 pills of suspected Ecstasy.

The transactions occurred in parking lots in Taneytown and Westminster, police said.
