WINFIELD Recreation Council will begin registration for its Winter 2000 sports and fitness programs.

Among the programs offered is a modern arnis-Filipino martial arts class taught by Carl S. Minkel, founder and chief instructor of Taekwondo-Arnis Academy in Mount Airy.

Minkel has more than 35 years of martial arts experience. He holds the rank of fifth-degree black belt, World Taekwondo Federation; fourth-degree black belt, International Modern Arnis Federation; and first-degree black belt, International Philippine Martial Arts Association.

He is the highest-ranking modern arnis instructor in Maryland and is fully certified and personally endorsed by Grandmaster Remy A. Presas.

Modern arnis is a form of self-defense that blends with other martial arts. It includes empty-hand techniques and those intended for use with or against weapons.

It is excellent for developing balance and coordination and improving reaction time, and can be practiced by anyone, young or old, regardless of overall physical condition.

Classes are open to all teens and adults, with or without martial arts experience. Classes will be held from 7 p.m. to 8: 15 p.m. Wednesdays at Linton Springs Elementary School Community Activities Room.

The school is at 375 Ronsdale Road near Eldersburg. Registration and information: Carl Minkel, 301-829-2348.
