FBI arrests Pa. man at Inner Harbor in kidnapping of Philadelphia boy, 10

A Pennsylvania man was arrested at an Inner Harbor restaurant yesterday and charged with kidnapping a 10-year-old North Philadelphia boy Friday, the FBI in Baltimore said.

The boy, who also was at the restaurant, appeared unharmed and was reunited with his mother last night, said Agent Pete Gulotta.

Agent Linda Vizi of the FBI in Philadelphia said the boy was taken Friday from a YMCA where the man was a volunteer and the two went to New York City.

The man told the boy's family he was returning the child Sunday but failed to do so, Vizi said.

As Philadelphia police and the FBI searched for the boy, they got word yesterday from his mother that he and the man were at the Hard Rock Cafe on East Pratt Street.

Gulotta said agents went to the restaurant and arrested the man about 3 p.m.

Jory Brad Blivice, 22, of Rydal, Pa., north of Philadelphia, was charged with one count of kidnapping, Gulotta said. Blivice was to appear today before a federal magistrate in Baltimore.
