Subcommittee splits evenly on telemarketing bill

ANNAPOLIS -- A legislative subcommittee split evenly yesterday on a proposal that would make it easier for Marylanders to cut down on the volume of telephone calls from telemarketers.

Despite the 2-2 vote on whether to approve the bill, the subcommittee agreed that it should be introduced in January for consideration by the full Senate Finance Committee.

The proposed legislation would create a state computer list of people who do not want to be called at home. It would be against the law for any company to call people on the list.

Prosecutor OKs more time for Spicknall to enter plea

EASTON -- Talbot County State's Attorney Scott Patterson, in court papers filed late last month, offered no objection to allowing more time for Richard Wayne Spicknall II, charged with killing his two children, to enter an initial plea.

Spicknall's lawyers, Michael Belsky and Michael Davey, have asked for an additional month to enter their initial plea.
