INDEPENDENT counsel Carol Elder Bruce spent 18 months and nearly $4 million, interviewed 450 witnesses, reviewed 630,000 pages of documents, made no public statements and decided not to indict Secretary of the Interior Bruce Babbitt for improperly rejecting an Indian tribe's application for a casino in Wisconsin in 1995.

The only worse misuse of funds would have been indicting him without a sufficient case.

Ms. Bruce risks giving independent counsels a good name. Too bad it's too late.
