Man accused of robbing woman is held in county jail

A Sykesville man accused of robbing a woman of $100 outside a Westminster bank early Friday was ordered held at the county jail, pending tomorrow's bail review hearing in District Court, court records show.

Herman F. Costley III, 26, of the 800 block of Streaker Road was arrested by state police on Route 140 near the Baltimore County line after a brief car chase.

In charging documents, troopers reported that Tina Marie Sheppard of Westminster said she was confronted by a man as she left an automated teller machine in the lobby of Union National Bank in the 100 block of W. Main St. about 3 a.m.

The man asked for a cigarette and then allegedly grabbed the money she had just withdrawn, she said.

The woman said she chased the man on foot to a yellow sedan parked nearby and jumped onto the vehicle, trying to stop him, but got off the car as he drove away, according to charging documents. She said she ran to her car and followed the vehicle while calling 911.

The yellow sedan was traveling east on Route 140 toward Finksburg when state police cars raced by her in pursuit of the sedan, she said.

Troopers said Costley, the driver of the yellow sedan, was wearing a hat and shirt that matched the description provided by Sheppard.

Costley was charged with robbery, second-degree assault and theft under $300. He was held on $5,000 bail, court records show.
