Man accused of attacking girl returned to county

A 22-year-old man, who was arrested Sunday in Baltimore and accused of the attempted murder of a 17-year-old New Windsor girl, was returned to Carroll County yesterday and held without bond, authorities said.

At the time of the alleged assault last week near Reese, Christopher Scott Frazier was awaiting a presentence investigation in unrelated cases, said Tracy A. Gilmore, a deputy state's attorney for Carroll County.

Frazier, who has lived in New Windsor and Westminster, was convicted on burglary and theft charges Sept. 13 in Carroll District Court and freed pending the investigation.

State police said that four days later, the New Windsor girl gave Frazier, whom she had known about five years, a ride to a remote area off Reese Road, where she allegedly was choked, punched and beaten with a piece of wood, and lost consciousness.

The girl is not being named because of her age.

When she awoke, she found her car missing and she walked 100 yards to Reese Road, where she was assisted by a motorist. Police were notified.

A description of her Toyota Camry was broadcast, and police in Baltimore found it Sunday. They arrested Frazier about 9 p.m. when he returned to the parked vehicle, state police said.

Frazier has also been charged with robbery, carjacking, reckless endangerment and first-degree assault in the Sept. 17 incident.

Pimlico man is freed on bond after sentencing

A Pimlico man was freed yesterday on a $125,000 appeal bond after a Carroll Circuit Court judge sentenced him to seven years in prison for selling cocaine in July 1998 to a police informant in Westminster, court records show.

Reginald Isaac Brown Jr., 24, of the 5400 block of Narcissus Ave. was convicted of distribution of cocaine and related charges in July 1999 by a Carroll County jury.

According to police, Brown sold narcotics to an informant July 7, 1998, in the 100 block of Pennsylvania Ave.

Judge Raymond E. Beck Sr. imposed a 14-year sentence before suspending half the term, court records show.
