In 1991, the Carnegie Commission's "Ready to Learn" report indicated that kindergarten teachers estimated 35 percent of their students were not ready for first grade. Seeing as how the teacher had had each child for less than 700 hours and the parents had had the child for 52,000 hours -- his entire 6-year-old life -- which "teacher" do you think is responsible for the child being unprepared?

One-third of American parents do an outstanding job, one-third do a good job, and one-third do less than lousy! And it is this bottom third that breaks the backs of American teachers every day.
