Indians: Claimed P Jeff Tam off waivers from Mets; optioned him to Triple-A Buffalo. Traded P Tony Dougherty to Pirates for player to be named. Signed P Paul Menhart to minor-league contract; assigned him to Buffalo.


Cavaliers: Exercised option to acquire Celtics' first-round pick in this year's draft, eighth overall.


Pacific-10: Accepted Washington's self-imposed penalties for recruiting violations since Rick Neuheisel took over as football coach.

UMBC: Announced retirement of Jim Progner as men's track/cross-country coach. Named women's track/cross country coach David Bobb as Progner's replacement.

Morgan State: Senior SS Tanisha Kemp was named to Onnidian All-American softball team. Kemp, Division I's leading hitter in 1998 and a .373 hitter in 1999, was one of 16 players named to team of players from historically black colleges and universities.

Shenandoah: Will reinstate football program in 2000; program was discontinued in 1967.

Texas: Announced resignation of assistant baseball coach Burt Hooton.


Cardinals: Signed DE Thomas Burke, FB Joel Makovicka, OL Yusuf Scott, CB Coby Rhinehart and QB Chris Greisen.

Eagles: Waived OL Melvin Thomas and TE Jason Dunn. Promoted Mike McCartney to director of pro personnel, Dave Boller to Western regional scout and Marc Ross to Eastern regional scout.
