Hopkins names Blatstein deputy assistant director

Johns Hopkins Applied Physics Laboratory named Dr. Ira M. Blatstein as deputy assistant director for programs at the national security research and development facility in Laurel. He will assist in management of technical programs and strategic plan implementation.

A doctoral graduate of Catholic University, the Silver Spring resident is the recently retired acting commander and technical director at Naval Surface Warfare Center Headquarters.

Gottschalk, Shelton advance at Mount Vernon Hotel, cafe

Baltimore International College appointed Charles Gottschalk as executive chef and Hugh Shelton as food and beverage manager at its uptown Mount Vernon Hotel and Washington Cafe.

Gottschalk, an Owings Mills resident and graduate of the Culinary Institute of America and Florida International University, will oversee kitchen staff and operation, and recipe and menu development.

Shelton, formerly with the Sheraton North in Towson, attended the University of Tennessee at Chattanooga and Cornell University, and is a member of the Sommelier Society of America and the Food & Beverage Association of America.

Comsat names Ziegler VP for communications

Comsat Corp. named Jay Ziegler vice president of corporate communications. Ziegler, who will assume his new post June 21, will be responsible for all corporate communications and will also oversee the marketing communications programs for the satellite services and digital networking services divisions of the Bethesda-based company.

Currently assistant U.S. Trade Representative for public affairs, Ziegler is a graduate of the University of California in Davis.

Alexander a senior VP at Magellan Behavioral

Magellan Behavioral Health in Columbia named Michael C. Alexander senior vice president of account management. In this role, Alexander will oversee the account management and customer relations activities for Magellan Behavioral Health's workplace group, the division of the company which serves self-insured employer groups and unions and their employees and dependents.

Before joining Magellan, Alexander directed account management activities for the retail products division of Aetna Retirement Services, an operating company of Aetna Inc. A member of the Academy of Social Workers, he holds a master of social services degree from Bryn Mawr College.

Deborah Sellers promoted by e.spire Communications

Deborah Sellers was appointed vice president of sales-wholesale by e.spire Communications Inc. for its subsidiary, ACSI Network Technologies Inc. For the past five years, Sellers was vice president of wholesale services for Annapolis Junction-based e.spire, selling local exchange services to carriers and Internet service providers.

Before joining e.spire, Sellers worked for 12 years in the telecommunications industry at various major corporations.

Banking and finance

Shea, Diggs take posts with Susquehanna Bank

Susquehanna Bank appointed Karen Shea assistant vice president and branch manager and Tracy Diggs branch manager.

Shea, a former assistant vice president at Provident Bank, will oversee operations at the Baltimore-based financial institution's Reisterstown branch. A Lutherville resident, she is active in the Lutherville Community Association and the Ridgely Middle School PTA. Diggs, a Westminster resident, is a former assistant branch manager for Carroll County Bank and will be assigned to the Westminster branch.

Professional

Morgan joins McCrone as project manager

McCrone Inc., Annapolis-based engineers and planners, added Matthew A. Morgan to its headquarters staff as a project manager in its site development and water resources group. A Pasadena resident, he is a member of the Tau Alpha Pi national honor society and a graduate of Anne Arundel Community College.
