Teacher is charged with abuse of 3 pupils Logan Elementary girls accuse man of touching them under clothes

A third-grade teacher at Logan Elementary School in Dundalk was charged yesterday with child abuse and sexual assault after three 9-year-old girls told authorities he had touched them inappropriately.

Stephen Douglas Vaught, 34, of the 8500 block of Harris Ave. in Parkville, remained in police custody in Essex last night. Bail had been set at $150,000 and a bail review hearing was expected today, police said.

Teacher put on leave

Vaught was placed on administrative leave with pay by the Baltimore County school system, said spokesman Charles A. Herndon, and will remain there until the criminal case is resolved. Herndon declined to say how long Vaught had been a teacher or provide other details of his tenure with the school system.

"He has not been at the school since the investigation began on Nov. 17,'' Herndon said. "The schools are assisting in any way we can" with the investigation.

Three girls, whose identities are not being published because of their ages and the nature of the allegations, told police and social workers that on numerous occasions Vaught had touched their bodies, including private parts, over and under their clothing. They also described frequent hugs and sitting on his lap, according to police documents.

Visits continued

All three girls said they had been in Vaught's class last year and continued to visit his classroom and see him regularly this year, according to police documents.

Vaught was interviewed by detectives and was distraught when he learned of the allegations, the documents said. He acknowledged hugging and having the children sit on his knee )) but denied any improper touching.
