Harkins sworn in as Harford executive

Harford County's first Republican county executive, James M. Harkins, was sworn in yesterday during a ceremony at Harford Community College in Bel Air.

Harkins, a former state delegate, said his priorities will be managing growth, education, attracting and retaining businesses, and public safety.

Also sworn in was the new County Council president, Dr. Gunther D. Hirsch, a Democrat and former mayor of Havre de Grace; other members of the council; and incumbent Sheriff Joseph P. Meadows.
