9 people charged in Savage drug raid Neighbors' complaints led to police stakeout

Howard County police have arrested and charged nine people after a weekend drug raid in Savage.

Charges ranged from marijuana distribution to having a concealed deadly weapon, police said.

About 11 p.m. Friday, narcotics detectives raided the second-floor apartment in the 8900 block of River Island Drive -- six months after complaints from neighbors that residents were dealing drugs, said Lt. Tim Branning, head of the vice and narcotics section.

Police had staked out the apartment several times since June, Branning said, and noticed "a lot of activity at the residence."

When police raided the apartment Friday night, several of the suspects tossed drug paraphernalia off a back balcony but were spotted by detectives stationed outside, Branning said.

Several suspects also tried to flee by jumping off the back balcony but were arrested, he said.

"We continue to get reports from the community," Branning said. "We promised we will remain in that area and address their concerns."

Charged with marijuana possession with intent to distribute, marijuana possession and possession of drug paraphernalia are Robert E. Delantos, 19, of the 8900 block of River Island Drive; and Elizabeth M. Smitson, 18, of the 7600 block of Carissa Lane in Laurel.

Charged with marijuana possession and possession of drug paraphernalia are Julian L. Rice, 21, and Rita Fisher, 48, both of Silver Spring.

Charged with possession of marijuana and possession of drug paraphernalia is Mitchell E. Taylor, 20, of the 8900 block of River Island Drive. Taylor also was named in a Prince George's County warrant charging him with felony theft.

Charged with carrying a concealed deadly weapon are Brian C. Traweek, 20, of the 7600 block of Arbury Court in Laurel; and Diallo Sigmon, 26, of the 13000 block of Mistletoe Spring Road in Laurel.

Arrested on a Prince George's County felony theft warrant was Jason W. Russell, 21, of the 8300 block of Gatewood Drive in Jessup.

A 16-year-old from Maryland City was charged with possession of marijuana and drug paraphernalia.
