CATONSVILLE — Anne Arundel County Executive-elect Janet S. Owens named her transition team yesterday, picking as its co-chairmen her campaign treasurer, William Chaney, and former County Councilman Michael Gilligan of Glen Burnie. They are joined by Walter N. Chitwood, former Annapolis city administrator.

The team will make recommendations to Owens about how she might improve services. Owens will be sworn in Dec. 7.

Chitwood, who will coordinate 12 committees in such areas as public safety and human services, was chief of staff to Robert R. Neall, a Republican, when Neall was county executive. Chaney, a lifelong friend of Owens, is a Lothian businessman. Gilligan was a volunteer adviser to Owens during her campaign. The committees are to complete reports for Owens by the end of January.

CATONSVILLE -- A Baltimore County police officer suffered minor injuries to the head and neck at 3: 45 p.m. yesterday when his unmarked cruiser was broadsided in a hit-and-run accident at Wilkens Avenue and Interstate 695.

Officer Daniel Lee Kramer, a 14-year veteran, was treated at St. Agnes HealthCare and released, county police spokesman Bill Toohey said.

John Meade, 77, of Nunnery Lane, Catonsville, was arrested minutes later on the Beltway at Frederick Road and charged with reckless driving, leaving the scene of an accident and making an improper left turn, Toohey said.

Man sexually assaults woman in her apartment


ESSEX -- A 27-year-old Essex woman was sexually assaulted at knifepoint in her Queens Purchase Road apartment yesterday morning, Baltimore County police said.

The woman was leaving for work about 8 a.m. when a man pushed his way into her apartment and demanded jewelry and money, police said. The attacker bound and blindfolded her, took off her clothes and sexually assaulted her before ransacking the house. The woman freed herself and called police after the man left, police said.

The suspect was described as black, 6 feet tall and wearing blue jeans, a dark shirt, gray shoes and a black ski mask. Anyone with information is asked to call (410) 887-2198.
