New position

PHH appoints Weikel as vice president

PHH Vehicle Management Services appointed Joseph W. Weikel as vice president and general counsel. The Hunt Valley-based company also selected Stephen A. DiBiagio and Lynn Elsasser as vice presidents.

Weikel will oversee the company's legal matters and legislative and industry relations. Before joining PHH in 1994 as a staff attorney, he was an associate with the Baltimore law firm Miles & Stockbridge. A member of the Maryland Bar Association, he is a graduate of the University of Virginia School of Law.


Rosica named art director at Eisner agency

Eisner & Associates named Mark Rosica as its art director. A University of Florida graduate, he had headed his own firm, the Florida-based Design Co., and was with the Campbell Group of Baltimore before joining the Baltimore-based ad agency.

Carlton Donofrio names Quinn art director

Carton Donofrio Interactive appointed Peter Quinn art director. Before joining the Richardson, Myers & Donofrio subsidiary, he was with the Berndt Group Ltd. He holds a master's degree in fine arts from the Maryland Institute, College of Art.

Legal and insurance

Baltimore Life names Hughes as vice president

Baltimore Life Insurance Co. chose G. Edward Hughes, a certi- fied life underwriter, as senior vice president and chief marketing officer. He had been agency vice president of the U.S. division of Canada Life. The University of South Carolina graduate will oversee distribution and corporate marketing for the four sales divisions.


Sachs and Zuniga-Pflucker join Kahn & Associates

Kahn & Associates announced that Harold R. Sachs II and Fernando A. Zuniga-Pflucker joined the staff of the Baltimore-based architectural and interior design firm as project managers.

Sachs is a graduate of Catholic University and is assigned to the firm's retail and hotel design group.

Zuniga-Pflucker has a master's degree from the University of Maryland and studied at the Universite d'Architecture in Paris. He is involved with several medical facility projects with the firm.
