Most of about 15 bicycles stolen in the Westminster area since Sept. 1 have been recovered and returned to owners, Westminster police said.

Lt. Dean Brewer said it appears that juveniles seeking a joy ride, or an easy commute, take advantage of those who leave bicycles unattended and unlocked.

Officers often find the bikes discarded and recognize them from descriptions given at roll call, he said.
