Bear Branch meeting to focus on Martin Cabin

Bear Branch Nature Center will hold a public meeting Wednesday to discuss a proposed plan for developing and improving the Martin Cabin living history area at Hashawha Environmental Appreciation Center.

The proposal includes furnishing the interior of the 1860s cabin and building a smokehouse, blacksmith barn and amphitheater.

Those interested should meet at 6: 45 p.m. at Bear Branch Nature Center, where vans will shuttle the group to the Martin Cabin site. The nature center council will meet at 7: 30 p.m.

In addition, an 18th-century menu will be finalized for the Oct. 3-4 Living History Muster at Bear Branch.

Bear Branch is at 300 John Owings Road, off Route 97 north, on the Hashawha grounds.

League of Women voters to hold candidate forum

The League of Women Voters will sponsor a candidate forum from 7 p.m. to 9: 30 p.m. Thursday at West Middle School in Westminster.

The forum will feature candidates for county commissioner. Candidates will have two minutes for opening statements, and a limited number of questions will be allowed. Up to one minute will be allowed for each answer and two minutes for closing statements.

A forum for candidates for the state Senate and House of Delegates, county sheriff and Board of Education members will be held, at 7 p.m. Sept. 10 at West Middle.

A similar format to the first forum will be followed, with a time allowed for opening and closing statements and answers to questions.

The school is on Monroe Street off Englar Road.

BGE makes $3 million tax payment to county

Baltimore Gas and Electric Co. recently made its largest-ever tax payment to Carroll County.

The nearly $3 million payment is for BGE's 1998 land, operating and property taxes.

BGE will also pay $62,920 in taxes to the towns of Hampstead, Manchester, Westminster and Sykesville.

United Way to kick off fund campaign Saturday

Kick-off activities for the United Way of Central Maryland's fund-raising campaign will be held at 10 a.m. Saturday at the Carroll County Family YMCA on Route 32, off Route 97, in Westminster.

Paul Denton, president of Maryland Midland Railway and volunteer chairman for United Way in Carroll County, will lead the program. The local campaign has a goal of $321,354, a 6 percent increase over last year.

Completion of Route 140 project due by fall 1999

The State Highway Administration's improvements along Route 140 in Westminster are progressing on schedule and should be finished by fall 1999, as planned, the agency says.

The project includes resurfacing and widening approximately two miles of Route 140, plus safety improvements.

Work includes adding a right-turn lane on westbound Route 140 and a through lane and right-turn lane on eastbound Route 140.

Portions of the existing median will be landscaped with bricks and shrubs.

Single-lane closures will occur along eastbound Route 140 to enable work crews to install temporary concrete traffic barriers along the median between Route 27 and Cranberry Road.

Single-lane closures also will occur along westbound Route 140 from Cranberry Road to the Route 27 bridge. To minimize disruptions to traffic flow, construction will be done in sections between Route 27 and Leidy Road.

County roads bureau lists construction projects

The Carroll County Bureau of Roads Operations has announced road work for this week.

Deep milling and patching: Birdview Road from Route 32 to Deer Park Road; Bethel Road from Old Westminster Pike to Carrollton Road.

Paving: Ralph Street from Route 30 to the end of county maintenance; Y Road from Route 194 to Middleburg Road; Brown Road from Halter Road to the gravel; Oak Hill Drive from Locust Lane to the cul-de-sac.

Patching: Jim Bowers Road from Bartholow Road to the end; Overbrook Drive from Bowersox Road to the cul-de-sac.

Pipe work: Bowers Road from Piney Creek Road to Conover Road; Crouse Mill Road from Route 194 to Feeser Road North.

Shoulder work: Leppo Road from Geeting Road to Old Hanover Road; Barnhart Road from Old Hanover Road to Geeting Road; Gross Mill Road from Fairmount Road to Dave Rill Road; Clearview Road from Trevanion Road to Middleburg Road.

Ditch-line and shoulder work: Old Hanover Road from the Pennsylvania line to Barnhart Road.
