2 men rearrested on same charge as they leave court

A Howard County police officer arrested two men yesterday accused of driving with revoked licenses -- moments after one was found guilty and the other appeared in court on that same charge.

Officer James Francis Fitzgerald said he testified in court yesterday against a Pasadena man, accused by police of driving with a revoked license. That man was convicted of that charge yesterday, police said.

Another man appeared in court later and said he had hitchhiked from Hagerstown to face the charges against him. The judge postponed his court date, police said.

As Fitzgerald pulled away from the district courthouse in Ellicott City, he says he spotted both men driving away in separate cars.

He pulled the men over, arrested them and had their cars towed.

Charged with driving with revoked licenses are Russell Payne, 36, of Hagerstown, and Steven Ritterspach, 45, of Pasadena.
