New positions

Paul Anderson named PENTA Advisory manager

PENTA Advisory Services said Paul S. Anderson has joined the Baltimore-based consulting, forensic accounting and bankruptcy services firm as a manager. He will assist with litigation engagements and help expand the firm's practice in fraud investigation and forensic accounting. He was formerly a consultant with Coopers & Lybrand, assigned to its financial advisory services group.

Tubbs joins Columbia specialty software firm

RouteSmart Technologies chose Keith Tubbs as national HTC account manager. He will be responsible for new business development and support of the Columbia-based specialty software company's waste industry clients. He formerly was logistics software system manager for Waste Management Inc.

Legal and insurance

Kelly names Jane Davis client services director

Kelly & Associates Insurance Group selected Jane Davis as director of client services. She will Davis supervise the Hunt Valley firm's client services and telephone reception teams. A graduate of the University of Scranton, she was most recently a career specialist in Johns Hopkins Hospital's human resources department. Before that, she was human resources coordinator at Grimes Aerospace Corp. in Florida.


Felling is account executive at Feldman Communications

Feldman Communications announced that Matthew Tate Felling joined its staff as an account executive. He will service the agency's high-technology and financial accounts.

Tate holds a graduate degree in communications from Georgetown University and was with the McClendon News Service before joining the Bethesa-based marketing and public relations firm.

Banking and finance

Two branch managers appointed by 1st Mariner

1st Mariner Bank named Patricia M. Payne and Bryan C. Atwell branch managers.

Payne is a resident of Talbot County. She attended Prince George's Community College and Unity College and will be assigned to the new branch in Easton. She is active in several professional and civic organizations, including the Institute of Financial Education.

Atwell, a graduate of Towson State University, will head the bank's Padonia branch. He lives in Woodbine and is active in the Kiwanis Club and the Izaak Walton League.
