Harford Co. woman, 18, shackled in basement of her parents' house

An 18-year-old woman was found shackled in the basement of her Aberdeen home yesterday after her young brother called 911 to get help for her, town police said.

The parents were being questioned by detectives.

Police said the 11-year-old boy called the emergency number about 3:15 p.m. after seeing his sister, Lisa A. Dillard, chained to a support beam in the basement of their family's home in the 300 block of Woodland Green Drive, said Sgt. Albert Severn.

Paramedics cut the chains and took Dillard -- who complained of chest and stomach pain -- to Harford Memorial Hospital. She was treated and released, Severn said.

The names of the parents were not divulged last night.
