Harold C. Brown, 90, a retired Appellate Court justice who was a member of one of California's most prominent political families, died May 19 in San Rafael, Calif. He was the brother of former Gov. Edmund G. "Pat" Brown, the father of Marin County Supervisor Harold C. "Hal" Brown Jr. and uncle of former governor and Oakland mayoral candidate Jerry Brown.

Frank C. Montero, 89, a former associate executive director of the National Urban League, died May 8 in Oberlin, Ohio. During his tenure, he directed a foundation that brought African students to the United States. He also ran a program for the United States Mission to the United Nations to acclimate Africans and other delegates from developing countries to American society.

Mark Tarail, 87, an expert in community mental health programs, died May 5 in New York. He helped write legislation during the Kennedy and Johnson administrations that fostered mental health centers across the nation.
