U.S. judge refuses to bar questioning of McDougal

LITTLE ROCK, Ark. -- A federal district judge has refused to quash a subpoena directing Susan H. McDougal to appear today before a grand jury investigating the personal and political finances of President Clinton and Hillary Rodham Clinton and some of their Arkansas associates.

McDougal has repeatedly vowed not to cooperate with the investigation of the Whitewater independent counsel, Kenneth W. Starr, and only weeks ago completed an 18-month civil contempt sentence imposed after she refused to answer questions before the grand jury in September 1996.

Judge Susan Webber Wright, who imposed the contempt sentence, rejected the new motion to block McDougal's appearance.
