2 towns get aid to boost police forces

Hampstead and Manchester can each hire an additional full-time police officer with more than $140,000 they are receiving in federal grants from the Office of Community Oriented Policing Services (COPS), Maryland's U.S. senators said yesterday.

Hampstead will receive $73,758 and Manchester $68,074, according to a joint announcement from Democrats Paul S. Sarbanes and Barbara A. Mikulski.

The COPS program, established in 1994, is administered by the U.S. Department of Justice to help local governments fight crime through improved prevention, policing and punishment.

Manchester man to serve 15 years in bank holdup

A Manchester man has been sentenced to 15 years in prison for robbing a Carroll County bank in 1994 with a sawed-off shotgun.

In imposing the sentence Wednesday on 41-year-old Roger C. Caple, Carroll Circuit Judge Raymond E. Beck Sr. denied the defendant's motion for a new trial in the holdup Jan. 5, 1994, of Carroll County Bank & Trust at 3200 Main St. in Manchester.

Caple was awaiting release from a halfway house on a federal sentence for robbing a Baltimore County bank on Jan. 27, 1994, when he was charged in the Carroll robbery.

Beck suspended 10 years of a 20-year sentence for robbery with a deadly weapon and made the term consecutive to a five-year sentence for use of a gun in the commission of a crime.

Caple dismissed his lawyer before Wednesday's sentencing. In seeking a new trial, he argued that he was ineffectively represented before and during his jury trial in December.

Lineboro: Firefighters from Manchester assisted Lineboro at 6: 28 a.m. Wednesday, responding to a chimney fire at Hobart and Black Rock roads in York County, Pa. Units were out one hour.
