Liquor store owner admits dealing marijuana

March 12, 1998

The owner of a Hampstead package goods store whose liquor license was revoked in November pleaded guilty yesterday in Carroll County Circuit Court to a marijuana distribution charge.

Craig R. Arman, 33, of Bonnie Ridge in Baltimore was arrested after state and local police concluded a two-month investigation on Aug. 29 and raided C & E Liquors, which he operated in the 4100 block of Lower Beckleysville Road.

Judge Francis M. Arnold set sentencing for May 4.

According to court documents, Arman had about 4 ounces of marijuana packaged in varying amounts in 11 small bags, one under the store's front counter and 10 in a back room, when police arrived.

In October, Arman testified before the county liquor board. He did not deny the marijuana was his but said he was not selling it for profit. The board ordered his liquor license revoked Nov. 4, deciding that marijuana possession at the store was sufficient cause.
