Republican gubernatorial candidate Ellen R. Sauerbrey will begin airing her first campaign ad today, a radio spot that criticizes her likely opponent, Gov. Parris N. Glendening, for not pushing for new tax cuts.

The ad, billed as a response to the governor's State of the State address delivered yesterday, focuses on the state's $283 million budget surplus.

"Our one-quarter-billion-dollar budget surplus should face one simple test: Is the money better off in the hands of taxpayers or in the hands of the politicians?" Sauerbrey says in the ad.

Even with the surplus, Glendening is not proposing new tax relief in the $16.5 billion budget he submitted to the General Assembly yesterday.

Instead, he is proposing banking $100 million of the surplus to be used when the state budget begins to feel the full effects of the phased-in, 10 percent income tax cut approved last year.

Under that legislation, state income taxes decreased 2 percent this month and will decline an additional 2 percent in each of the next four years.

Sauerbrey's 60-second commercial will air on five radio stations in Baltimore and Annapolis, according to a campaign spokeswoman.

Sauerbrey narrowly lost to Glendening, a Democrat, in 1994 after a campaign in which she proposed cutting the state's income tax rate by 24 percent.

This year, Sauerbrey has said she will propose "meaningful" tax relief but has not outlined a specific tax cut proposal.

Sauerbrey and Glendening are considered favorites to win their primaries in September and face off in the November general election.

This week, another Republican candidate, Howard County Executive Charles I. Ecker, began airing campaign ads on cable television.
