Westminster man charged in sexual abuse case

A Westminster man was being held in lieu of $7,500 bond yesterday at the Carroll County Detention Center after he was arrested on charges of raping and sexually abusing his girlfriend's daughter during a two-year period.

The man, 29, is not being named to protect the privacy of the girl, who lives in Mount Airy.

The girl's mother told police that her live-in boyfriend got her daughter drunk and raped the child, then 12, in November 1995. She told police the girl, now 15, was frequently molested, assaulted and abused until she told her mother about an alleged incident Sunday.

Charges of child abuse, second-degree rape, third-degree sexual offense and second-degree assault were filed against the man Tuesday. A court protective order was granted, meaning that if the man posts bond, he may have no contact with the girl and her mother. He also may not enter their home or visit the girl's school or the mother's workplace.
