FIA's World Motor Sports Council: Cleared Williams and McLaren teams of allegations that they colluded to fix European Grand Prix on Oct. 26. Annulled Ferrari driver Michael Schumacher's second-place finish for ramming Jacques Villeneuve's Williams car.


U.S. Baseball Federation: Named Phillies minor-league OF J. D. Drew winner of Golden Spikes Award; he had 31 homers, 100 RBIs and 32 steals for Florida State.

Astros: Named Jim Hickey manager of Triple-A New Orleans.

Blue Jays: Signed P Luis Andujar to minor-league contract.

Reds: Traded P Felix Rodriguez to Diamondbacks and OF Mike Kelly to Devil Rays for players to be named. Acquired OF Mel Nieves from Tigers for C Paul Bako and RHP Donne Wall.


WNBA: Formally approved Detroit and Washington as expansion teams for 1998 season.

Heat: Activated G Charles Smith from injured list. Placed G Dan Majerle (stiff lower back) on injured list.


Centennial Conference: Named Johns Hopkins DB Harrison Bernstein ECAC South Defensive Player of the Week.

MEAC: Named Morgan State's JaKaria Stewart Volleyball Player Of The Week.

Jacksonville State: Men's basketball coach Bill Jones will retire after season.

Long Island University: Suspended Charles Jones, nation's leading scorer last season with 30.1 ppg, two games for violating NCAA rule by playing in more than one summer league.

Texas Tech: Reinstated Kyna Cosby to women's basketball team.


Chiefs: Signed TE Alfred Pupunu.

Colts: Signed QB Gino Torretta. Placed DB Damon Watts on IR.

Jaguars: Placed starting DT Don Davey (torn right anterior cruciate ligament) on IR. Signed DT Jose White.


Columbus: New NHL franchise will be called Blue Jackets.

Coyotes: Signed D John Slaney.

Maple Leafs: Recalled D Matt Martin from IHL Chicago.

Stars: Placed LW Patrick Cote (strained shoulder) on IR. Recalled RW Jeff Mitchell and LW Jamie Wright from IHL Michigan.
