Rep. Walter Capps, 63, a California Democrat and a freshman in Congress, died yesterday afternoon after an apparent heart attack at Dulles International Airport in Northern Virginia, colleagues said.

The Santa Barbara politician had flown back to Washington as the House prepared to vote on a defense authorization bill and other issues yesterday afternoon.

Dr. William B. Hutchinson, 88, a surgeon who founded two leading Seattle-based health institutions, died Sunday in Seattle. He had suffered several strokes and congestive heart failure in recent months.

He founded the Pacific Northwest Research Foundation in 1955, a private, nonprofit medical research group, and helped establish the Fred Hutchinson Cancer Research Center in 1975 as a memorial to his younger brother, a professional baseball player and manager who died of lung cancer.
