REGISTERED DEMOCRATS who voted in the last two primaries will receive a mailed brochure this week asking, ''Who would be the best governor for all of Maryland?'' The material makes it clear the answer is Eileen M. Rehrmann, the two-term Harford County executive.

Ms. Rehrmann has launched her long-shot campaign for governor with a month-long blitz to boost her name recognition. Outside of Harford, she is unknown next to Democratic incumbent Parris N. Glendening and the leading Republican candidate, Ellen R. Sauerbrey.

On Saturday, racing fans at Laurel got a dose of Rehrmann literature, signs and buttons. This week, she will be in all the big subdivisions and Western Maryland. And she attended a fund-raiser with Baltimore business leaders.

Her early campaigning shows a determination that Mr. Glendening cannot fail to notice. He will, indeed, have opposition in the primary next year. That may not please his supporters, but voters could benefit if Ms. Rehrmann's candidacy leads to a thorough discussion of the future direction of state government.
