Accountants proceeding with audit of CA procedures

A Washington accounting firm is about one-third of its way through a three-month audit of questionable spending practices at the Columbia Association (CA).

Raffa & Associates PC will complete its first phase -- a general overview -- within two weeks, said Alex Hekimian, a member of CA's governing board, which hired the firm to conduct the external review.

Hekimian said the firm is about to enter "the meat of the inquiry." Findings of the audit will not be available until it is completed -- now expected to be November.

In April, The Sun published articles detailing how CA staff members had altered bids, accepted late bids, apparently falsified bids and allowed vendors to expand their contracts without written authorization.

A subsequent internal investigation at CA revealed that staff members at times compiled paperwork for bids after they had received bills from the winning contractor.
