Finksburg man pleads guilty to parking meter break-ins Westminster to get $2,216 in restitution for 51 thefts

August 28, 1997

A Finksburg man pleaded guilty yesterday to breaking into 51 parking meters in Westminster and resisting arrest after police saw him hiding behind a bush near a parking meter in March.

As part of the plea agreement, Daniel N. Robertson, 21, of the 2200 block of Old Westminster Pike must pay restitution of $2,216 to the city of Westminster.

Sentencing was set for Nov. 25.

Court records show Robertson was arrested about 1 a.m. March 20 after officers found more than $100 in coins and a crowbar in his pockets.

Robertson remains in custody at the Carroll County Detention Center on an unrelated drunken driving conviction, prosecutors said.

Westminster man held on bad check, theft charges

A Westminster man was being held in lieu of $25,000 bond yesterday at the Carroll County Detention Center after being turned over to the District Court commissioner by a bail bondsman and a resident, who had posted bonds for him of $10,000 and $2,500, respectively.

Roman C. Caples, 21, of the first block of Washington Lane faces nine bad check and theft charges, court records show.

Police said Caples ordered pizza delivered to his home nine times between July 13 and July 20.

The orders, between $18 and $30 each, were paid for by checks that were drawn on an account that had insufficient funds, police said.

Court records also show that Caples has two trials scheduled in October.

Caples allegedly wrote a bad check to Duke's Car Wash in Westminster on April 3, authorities said.

On Aug. 21, Caples allegedly stole $15 in gas from a Manchester convenience store and, when making the arrest, police said, they found a knife in his car.

In that incident, he was charged with theft under $300, conspiracy to commit theft, concealing a deadly weapon and four traffic offenses.
